Blue Binder

More commonly referred to as the 'Blue Binder' because when first released it was in a blue binder, the Secondary Staffing Manual contains the staffing and surplus procedures as agreed to between OSSTF District 12 Secondary Teachers Bargaining Unit and the Toronto District School Board. 

These procedures are reviewed annually in accordance with the Collective Agreement and while this document sits apart from the Collective Agreement in order that it may be reviewed annually, it is considered an an addendum to the Collective Agreement and is fully enforceable through grievance and arbitration procedures.
